Introduction

The public label STAR GATE suggests a single, continuous government project. In reality, the U.S. remote-viewing effort was a succession of related programmes that changed sponsors, contractors, security arrangements and code names over nearly two decades. Those changes reflected ordinary intelligence bureaucracy as much as scientific development: responsibility shifted between Army intelligence, the Defense Intelligence Agency (DIA), civilian research contractors and, ultimately, the CIA. The story began before the STAR GATE name existed. In the early 1970s, researchers at Stanford Research Institute (later SRI International) conducted government-funded experiments into what became known as remote viewing. SRI served as the principal external research contractor, while intelligence agencies explored whether the reported effects could have operational value. As military interest grew, responsibility shifted towards Army intelligence at Fort Meade. One early initiative, GONDOLA WISH, examined reports that potential adversaries were investigating psychic techniques. The final major administrative change occurred in 1991. Responsibility for much of the contract work shifted from SRI International to Science Applications International Corporation (SAIC), while the various earlier code names were consolidated under the single designation STAR GATE. Why changing code names confuse the record

The sequence of code names has created lasting confusion because later discussions often treat each label as a separate project. In practice, there was considerable continuity.

Another source of confusion is that some documents use “STAR GATE” to describe the overall programme retrospectively, while earlier records naturally refer only to GRILL FLAME, CENTER LANE or SUN STREAK. Without attention to dates, it can appear that different organisations were running unrelated psychic projects when they were often administering successive phases of the same long-running effort.

What the organisational history tells us

The movement between agencies reveals more about intelligence governance than about remote viewing itself. Responsibility migrated as budgets, organisational priorities and oversight changed, not because any single agency reached a definitive conclusion that remote viewing had become operationally reliable.

The final transition underscores this point. In 1995, programme oversight moved to the CIA, which commissioned an independent review by the American Institutes for Research. That review concluded that although some laboratory findings merited scientific interest, the operational results were not sufficiently specific, reliable or actionable for intelligence use. Shortly afterwards, the programme was terminated and declassified.
